Message from Principal Chief Commissioner
My Greetings to the brothers and sisters of the North Eastern Region (NER) at the beginning of a new Financial Year. NER, the land of seven sisters is not only the rainbow region of India in terms of flora, fauna and natural resources, but it possesses huge potential across several industries and sectors. As we all know, taxation plays a crucial roe in economic development by generating revenue for public services potentially reducing inequality, and influencing taxpayer behaviour to support sustainable growth. The taxpayers of this region have also their due contribution in the process of nation building in general and overall development in the infrastructure of this region.
Over the past few decades, the adoption of technology has significantly transformed our modes of communication and interaction, revolutionizing the way we connect with one another. In tandem with this change, the Income tax department has also been active in developing a communication strategy with all stakeholders essential for fostering understanding, cooperation and compliance, trust and collaboration within the taxation systems. Indeed the adoption of the rapid and giant leaps in e-communication has made seamless tax compliance a reality.
It is vital that individuals and businesses should stay informed about tax laws and their rights and obligations in the matter of tax compliance in their respective jurisdictions for better tax compliance. While providing enhanced service delivery to the taxpayers through ASK centres, e-nivaran etc, the officers of the NER have also been reaching out to the people for providing information, education and assistance through seminars, Webex and dissemination through audio visual media augment their tax knowledge base. The website of the department for the region was also a step in that direction for sharing the information with the employees and the taxpayers.
I am of firm belief that the website will be a platform to connect all the stakeholders – the taxpayers, the departmental personnel and the tax advisors for creating a robust tax ecosystem to simplify and their access to information thereby reinforcing the bonding with the department.

प्रधान मुख्य आयकर आयुक्त पूर्वोत्तर क्षेत्र का संदेश
नए वित्तीय वर्ष की शुरुआत पर पूर्वोत्तर क्षेत्र के बहनों, भाइयों को मेरी शुभकामनाएं। सात बहनों की भूमि, पूर्वोत्तर क्षेत्र न केवल वनस्पति, जीव-जन्तु तथा प्राकृतिक संसाधनों से भरपूर भारत का इंद्रधनुषी क्षेत्र है, बल्कि उद्योग तथा अन्य कई क्षेत्रों में भी यहाँ अपार संभावनाएं हैं। जैसा कि हम सब जानते हैं, कराधान सार्वजनिक सेवाओं के लिए राजस्व उत्पन्न करके आर्थिक विकास में महत्वपूर्ण भूमिका निभाता है, जिससे असमानताएं कम हो सकती है और करदाता के व्यवहार को प्रभावित करके सतत विकास समर्थित किया जा सकता है। इस क्षेत्र के करदाताओं का भी राष्ट्र निर्माण की प्रक्रिया में तथा यहाँ की बुनियादी ढांचे के समग्र विकास में अपना उचित योगदान है।
पिछले कुछ दशकों में, प्रौद्योगिकी को अपनाने से हमारे संचार एवं वार्तालाप के तौर-तरीकों में काफी बदलाव आया है, जिससे हमें एक-दूसरे के साथ संपर्क करने में क्रांतिकारी परिवर्तन हुए हैं। इस बदलाव के साथ-साथ, आयकर विभाग भी कराधान प्रणाली की समझ, सहयोग और अनुपालन, विश्वास और सहभागिता को बढ़ावा देने के लिए आवश्यक सभी हितधारकों के साथ संचार कौशल विकसित करने में सक्रिय रहा है। ई-संचार की तेज़ विकास और लंबी छलांग को अपनाने से निर्बाध कर अनुपालन वास्तविकता बन गई है।
यह महत्वपूर्ण है कि व्यक्ति और कारोबारियों को बेहतर कर अनुपालन के लिए अपने संबंधित क्षेत्राधिकारों में कर कानूनों एवं कर अनुपालन के बारे में अपने अधिकारों और दायित्वों की जानकारी रखें। पूर्वोत्तर क्षेत्र के हमारे अधिकारी आयकर सेवा केंद्र, ई-निवारण आदि के माध्यम से करदाताओं को बेहतर सेवा प्रदान करते हुए सेमिनार, वेबएक्स और ऑडियो विजुअल मीडिया के जरिए उन्हें सूचना एवं शिक्षा देकर सहायता करने तथा उनके कर ज्ञान के आधार को बढ़ाने के लिए उनके पास पहुंच रहे हैं। इस क्षेत्र के लिए विभाग की वेबसाइट भी कर्मचारियों और करदाताओं के साथ जानकारी साझा करने की दिशा में एक कदम था।
मेरा दृढ़ विश्वास है कि यह वेबसाइट सभी हितधारकों – कर दाताओं, विभागीय कार्मिकों और कर सलाहकारों को आपस में जोड़ने का एक साझा मंच बनेगी और एक मजबूत कर पारिस्थितिकी तंत्र का निर्माण होगा तथा सूचना तक उनकी पहुंच सहज होगी जिससे विभाग के साथ संबंध मजबूत होंगे।
आइए, हम सब मिलकर एक तेज-तर्रार, सुसंयोजित भविष्य का निर्माण करें।
